Circulation



Circulation is the department which helps people check-out and return materials, assists with and processes MOBIUS and Interlibrary Loan requests, sells blank floppy discs and CD's, provides change and sells Copicards for copy machines, repairs/replaces inoperative Copicards, collects fines, resolves encumbrance issues, manages reserve materials, and maintains the Main Collection book stacks.


Library Cards

Missouri Southern State University ID cards are used as the Spiva Library Card for all students, faculty and staff.


CMSU, SMSU and UMKC graduate students enrolled in courses at MSSU may check out materials after presenting their University identification card or a valid driver's license. CMSU, SMSU and UMKC graduate students are subject to restricted library privileges.

Individuals not affiliated with MSSU are eligible for a community card. They must present a valid driver's license for its issuance, which is valid for one year.

Renewing Materials

MSSU users may renew MSSU items once, and MOBIUS items up to 2 times by calling the Main Circulation desk at 625-9362 or stopping by the Main Circulation desk, IF the items have not been requested by another user.


Additionally, MSSU users can access their library account to request renewal of their materials at https://swan.missouri.edu/patroninfo~S0

Materials cannot be renewed, if another user has requested them.


NOTE: As you complete the necessary information to access your library account, one field is the PIN - Personal Identification Number - that you must create and remember. If a student forgets the PIN, s/he can have the PIN deleted by contacting the main circulation desk. This allows the student to create a new PIN.)


Returning Materials

Materials borrowed from the library may be returned to the Main Circulation Desk on the library's main(3rd) floor or the Secondary Circulation desk during operating hours.


Additionally, library users can return items to one of the two outside depositories:

  • On the west side of the front entrance

  • On the east side of the rear entrance


Overdue Materials

Library users are responsible for returning materials when they are due. Overdue notices are disseminated as a courtesy, and the failure to receive them does not absolve the user from responsibility to return materials and finance overdue charges and/or replacement costs.


If MSSU students fail to return materials and finance overdue charges and/or replacement costs in a timely manner their student records are subject to encumberance.

Student records will be encumbered for the following reasons:

  • An item (or items) not returned 14 days after its due date.

  • An aggregate fine (or fines) of $2.00 or more.

  • Lost or destroyed items for which the library has not recieved restitution.

The library's encumbrance of a student's record prevents him/her from borrowing library materials, receiving grades, transcripts, and enrolling in courses for subsequent semesters at MSSU.


When a faculty member retires from or leaves MSSU, s/he must return all MSSU and MOBIUS/SWAN items and finance all library fines to receive a final paycheck.

Lost or Damaged Materials

1. MSSU Materials

a. Books

The user is charged the original price of the book, a non-refundable $5.00 fine and a non-refundable $5.00 processing fee.

b. Periodicals

The user is charged the the replacement cost for the issue and a service charge of $10.00 (per issue) to cover related expense(s).

If a bound volume of a periodical is lost or destroyed the patron who checked it out would be assessed the following charges:

      • The replacement cost of every issue in that volume

      • The cost(s) of binding the replacement issues

      • A service charge of $20.00 to cover the expense(s) associated with processing a bound volume.

If a replacement issue cannot be obtained because the issue is no longer available the patron will still be billed for the cost of a "replacement issue," but not the service charge.

Also, if the Library decides not to obtain a replacement issue the user is billed only the cost of a replacement issue

2. MOBIUS/SWAN Books

a. Lost Books

The MSSU user must pay a non-negotiable $120.00 replacement charge to the borrowing library.

b. Late Returned Books

The MSSU user must pay a non-negotiable $20.00 overdue fine to the borrowing library.


Appeals

All borrowers have the right to appeal library charges and encumbrances.
