The [US] Charg  in Pakistan (Lewis) to the [US] Secretary of State

RESTRICTED - KARACHI, January 21, 1948-noon.

        48. Secretary [of] Foreign Affairs advises me Sir Zafrullah Khan has just presented resolution to Security Council providing for organization[,] holding[,] and supervision [of] plebiscite [of] Kashmir under authority Security Council[,] and expresses hope [the] US will give its full support [of] this resolution. [The] Proposal provides for neutral administration [of] Kashmir and Jammu, withdrawal outside forces both tribesmen and armed forces [of] India, restoration [of] all residents who have been compelled [to] leave Kashmir Jammu since August 1[,] and holding of plebiscite [to] ascertain free will of [the] people as to whether [the] state shall accede to Pakistan or India. Opinion [of] this Embassy is [that the] resolution [is] fair and just.
