Strategic Planning Project — Project Results
Step 1: Develop a List of Key Performance Indicators
The foundation of the Strategic Planning Engine is a family of organizational key performance indicators (KPIs). KPIs are measures that an institution uses to determine its level of operational success. Step 1 of the planning model involved developing, categorizing, and prioritizing a set of KPIs appropriate for MSSU. The following link will open an Adobe Acrobat document that displays that list.
Step 2: Identify Institutional Opportunities and Threats
Step 2 called for the implementation of an External Environmental Analysis and Assessment. Six teams were organized, who conducted research during January and February 2009. The resulting team reports are available via the following hyperlinks.
On Thursday, February 19, 2009, the Research Team Co-Chairs presented an overview of their reports to the Strategic Planning Committee, which is provided via the following video hyperlink.
The Strategic Planning Committee implemented an External Environmental Issue to KPI Cross-Impact Analysis to determine those external trends and events that may have the most significant impact on the university. The results of this analysis are provided in the Excel file to which the following hyperlink connects.
Based on the cross-impact analysis, the Steering Committee identified seven External Opportunities and six External Threats, which are listed in the following document.
Step 3: Identify Institutional Strengths and Weaknesses
Step 3 called for the implementation of an Internal Environmental Analysis and Assessment. Three research teams were organized, who conducted research during March and April 2009. The resulting team reports are available via the following hyperlinks.

The Strategic Planning Committee implemented an Internal Environmental Issue to KPI Cross-Impact Analysis to determine those internal issues that may have the most significant impact on the university’s ability to be successful moving forward. Based on the cross-impact analysis, the Steering Committee identified ten Internal Strengths and ten Internal Weaknesses, which are listed in the following document.
Step 4: Analyzing Strengths, Weaknesses, Opportunities, and Threats Using a KPI-SWOT Cross-Impact Analysis technique, the purpose of Step 4 was to measure the impact that each strength, weakness, opportunity, and threat has on the KPIs. The results of this analysis are provided in the Excel file to which the following hyperlink is connected.
