An International Memorandum of Understanding (MOU) for the promotion of International education exchange between Missouri Southern and Yugra State University in Khanty-Mansiysk, Russia was signed on the Missouri Southern campus Friday, Feb. 17.

This is the first agreement made between a university in the Russian Federation and Missouri Southern State University, MSSU President, Dr. Julio León commented. We take pride in putting our signature on an agreement that we hope will lead to exchanges of students and faculty between Yugra University and Missouri Southern, he added.

Taking part in the signing were Dr. Julio S. Leon, MSSU President; Dr. Tatiana D. Karminskaia, vice rector of Yugra State University; Dr. Elena D. Lapshina, head of the International Department and a professor in the Center of Environmental Dynamics and Climate Change; and Natalia R. His mother attended his graduation and was impressed with Missouri Southern's faculty and facilities.

She said she was very pleased with the high quality of education and the personal attention her son received while a student at Missouri Southern. She took her impressions back to Russia and began discussions to develop an agreement between the two institutions. "This is just another example of how globalization is bringing us closer to other parts of the world," commented Dr. Leon.

The agreement calls for cooperation between Missouri Southern and Yugra State to promote an international educational exchange. Specific programs will be developed and added to the agreement as the relationship matures. Project managers will take responsibility for promoting, encouraging and developing specific cooperative or joint programs.
