COMPREHENSIVE DRIVER SAFETY PROGRAM

 

 

INTRODUCTION

This program establishes guidelines that describe the requirements and responsibilities of all employees who operate University-licensed commercial sized motor vehicles (leased, owned, borrowed, or rented) for Missouri Southern State University, a state institution.

 

PURPOSE

 The establishment of this program is designed to: ensure regulatory compliance; set forth policies and procedures for implementation of those regulations; provide qualified individuals for driving employment; and preserve safety for employees and students in campus vehicles.

 

This program is designed in accordance with the Federal Motor Carrier Safety Regulations of the U.S. Department of Transportation; Code of Federal Regulations, Title 49; parts 40, 382, 383, 387, 390-397, and 399.

 

IMPLEMENTATION

 The implementation and review of this program is the responsibility of the Physical Plant Director, working in conjunction with the Director of Human Resources. Either Director may be contacted for further interpretation of this program.

 

All affected personnel will be given 30 days formal notice of the start date for this program. Any and all required training will be performed within the first 30 days of implementing this policy. All current and new employees will be trained on the safety procedures outlined in this policy and signed acknowledgement of training and receipt of this manual will be maintained in the employees personnel file. A hard copy of this manual shall be maintained in the Physical Plant and Human Resources Office. Requirements of this program will be applied to all employees, regardless of hire date, who are required to drive commercial sized motor vehicles and/or licensed to operate school buses transporting 16 or more passengers. Employees who drive regulated vehicles on public roads and those who drive only on an occasional basis are to be included in the definition of drivers for purposes of this policy.

 

 

Implementation date for this program is January 4, 1999.

 

 

CHANGES AND REVISIONS

This program may be revised at any time as required by the University and as necessary to meet any changes in government regulations. The Physical Plant Director in conjunction with the Director of Human Resources has the authority to change or revise the policy and will give formal notice of any changes to all affected employees thirty (30) days or as soon as reasonably possible,  prior to implementation of any changes or revisions to this program.
