DATA  UNIVERSAL NUMBERING SYSTEM (DUNS) NUMBER

All companies wanting to do business with the Federal Government must have a DUNS Number. Although you can register for a DUNS number online, it's much faster to call Dun and Bradstreet (D&B) directly to obtain this FREE nine-digit identification number. A DUNS number is needed before you can  register in the Central Contractor Registration (CCR) System. .When you call D&B, explain that you are going to do business with the Federal Government. You will need to provide the following information to D&B when you call:

  • Legal Name
  • Tradestyle, Doing Business As (DBA), or other name by which your organization is commonly recognized
  • Physical Address, City, State and Zip Code
  • Mailing Address (if separate)
  • Telephone Number
  • Contact Name
  • SIC Code (Line of Business) - D&B will help you with this OR ask your Heartland PTAC Counselor

EMPLOYER IDENTIFICATION / TAX IDENTIFICATION NUMBER

All companies that file federal taxes, need a Taxpayer Identification Number (TIN). This nine digit number, is either an Employer Identification Number (EIN), assigned by the Internal Revenue Service (IRS), or  a Social Security Number assigned by the Social Security Administration (SSA). A sole proprietor that has no employees and files no excise or pension tax returns may use their social security number as the taxpayer identification number. CENTRAL CONTRACTOR REGISTRATION

IMPORTANT:  During CCR registration, you must create and enter a 9 digit code called a Marketing Partner Identification Number (MPIN). After you complete your registration,  you will be given a "password" called a Trading Partner Identification Number (TPIN).  Keep your TPIN and MPIN Confidential. Access to your TPIN could compromise your bank account and cause electronic funds transfer (EFT) payments to be routed to an unauthorized bank. Do NOT place your TPIN or MPIN on your company web site or any marketing material. If anyone would ever ask you for your TPIN or MPIN, contact your Heartland PTAC counselor immediately.

The Central Contractor Registration (CCR) System is a vendor database of information needed by the Federal Government to pay vendors by Electronic Funds Transfer (EFT). Any business wanting to be a vendor with the Federal Government MUST be registered in the CCR System. When you register with CCR, a Commercial and Government Entity (CAGE) Code will be automatically assigned.  After you register, you must renew annually or your registration becomes "inactive". After Nov. 5, 2007, when you renew, your types of business and NAICS Codes have to be re-entered. To learn more about CCR see the web site below.  CCR Registration is FREE. Your Heartland PTAC counselor  will assist you with this registration.

IMPORTANT NOTES

Companies considered "small" by the SBA, can and should complete a "second part" of CCR.
This used to be called PRO-Net , now referred to as the  Small Business Administration “Small Business Profile” or the  “Dynamic Small Business Profile”.

IRS Validation: On October 30, 2005, the Central Contractor Registration (CCR) began validating the Taxpayer Identification Number and Taxpayer Name of each new and updating CCR registrant with the Internal Revenue Service (IRS) records. A Taxpayer Identification Number (TIN) is a nine-digit number, which is either an Employer Identification Number (EIN) assigned by the Internal Revenue Service (IRS) or a Social Security Number (SSN) assigned by the Social Security Administration.  In order to complete your CCR registration and qualify as a vendor eligible to bid for federal government contracts or apply for federal grants, the TIN and Taxpayer Name combination you provide in the IRS Consent Form must match exactly to the TIN and Taxpayer Name used when you file your federal tax return.  It will take one to two business days to validate new and updated records prior to becoming active in CCR. ORCA (Online Representations and Certifications Application) 

Effective January 1, 2005, ORCA registration was required for any company wanting to do business with the Federal Government. You'll need your DUNS Number and your "MPIN" (Marketing Partner Identification Number). When you completed your Central Contractor Registration, you had to create and enter  9digits (of your choosing in the "Points of Contact (POC) Section") of your CCR record. That's is your "MPIN" - it had to have at least  one alpha character and one number (in upper or lower case). If you don't know your MPIN, contact your  Heartland PTAC counselor  for assistance.

1. SBA SUB-Net  -  Prime contractors use SUB-Net, a web site operated by the Small Business Administration,  to post subcontracting opportunities that may or may not be reserved for small business, and may include either solicitations or other notices-- for example, notices of sources sought for teaming partners and subcontractors needed on future contracts.  Small businesses should look at this web site to identify opportunities in their areas of experience.  

2. DoD  Small Business Specialists - Under "DoD Small Business Specialists " click on link for ARMY, NAVY, AIR FORCE, etc., then follow the directions  The Small Business Specialists assist small businesses to market their products and services to the Department of Defense (DoD)..  Also, for DoD Procurement Reports click HERE

4. DoD Major Prime Contractors - The DoD requires major prime contractors and subcontractors receiving contracts valued over $500,000  ($1 million for construction) to develop plans and goals for subcontracting with small business and small disadvantaged business.  This is a list of all prime contractors by State, and the employee there designated the Small Business Liaison Officer (SBLO), responsible for subcontracting with small businesses; Although names may have changed, the telephone numbers should be accurate.

5. DoD Contracts Valued 5 MIL or More  -  DoD Contracts valued at $5 million or more are announced each business day at 5 p.m. and are posted at this web site.

6. GSA Subcontracting Directory - Select “Directory” at this web site. This directory is published as an aid to small business concerns seeking subcontracting opportunities with General Services Administration (GSA) prime contractors. Pursuant to the Small Business Act, as amended by Public Law 95-507, large business prime contractors receiving federal contracts valued at over $1 million for construction, $500,000 for all other contracts, are required to establish plans and goals for subcontracting with small business firms. This directory is a listing of GSA contractors with subcontracting plans and goals.Companies are listed alphabetically by name within each of the eleven GSA regions. Each listing contains the company's name, products or services, address, and the name and telephone number of the small business contact within the company, in that order.

SMALL BUSINESS SIZE STANDARDS

SBA's size standards define whether a business entity is "small" and, thus, eligible for Government programs and preferences reserved for "small business'' concerns. Size standards have been established for types of economic activity, or industry, generally under the North American Industry Classification System (NAICS). For Federal procurement, the firm "self certifies" small business status as of the time its bid is submitted, based on the size standard specified in the solicitation.  Non-profit companies are considered "non-small".

FEDERAL BUSINESS OPPORTUNITIES (FedBizOpps)

Effective January 1, 2002, changes in the Federal Acquisition Regulation (FAR) designated Federal Business Opportunities as the single point of  electronic public access on the Internet for government-wide Federal procurement opportunities that exceed $25,000. Commerce Business Daily Network (CBDNet) previously had posted this procurement information. From FedBizOpps, vendors can view and download solicitation information and register to receive e-mail notifications for these business opportunities. FedBizOpps was once called the  "Electronic Posting System" (EPS),  so you may see occasional reference to "EPS".

Federal Procurement Data System (FPDS) The Federal Procurement Data System (FPDS) is the Federal Government's central database of information about its procurement contracts. This is a great site to find past contracting information. FPDS stores information on over $250 billion worth of federal contracts awarded each year for goods and services, providing detailed information on contracts above $25,000 and summary data on procurements below $25,000. Once you register there (free), in addition to selecting from several standard reports, you can do advanced searches by NAICS, PSC, Funding Agency,  Vendor Name, etc.  For example, if you have a list of competitors, you can see detailed contract info (by fiscal year) of awards that company has received - it's much more complete and efficient than looking at FedBizOpps (FBO) or the archived award info in Commerce Business Daily (CBD - replaced by FBO).  READ the USERS MANUAL on the FPDS web site that helps explain some of the search functions - PARTICULARLY THE SECTION ON "AD HOC REPORTS". WebFLIS (Web access - Federal Logistics Information System) Can search WEBFLIS using National Stock Number (NSN), CAGE Codes of your competitors, etc. to see products they supply to fed govt. At web site below click on "Public  Search"). You can also cross-reference Part Numbers to National Stock Numbers. There is however no batch retrieval in public WebFLIS - it is a one to one or one to many return. You can enter a NIIN, NSN, Part Number, or Partial Part Number to retrieve data. If you enter a Part Number or Partial Part Number, you will receive associated NSNs in a pick list format - there may be one associated NSN, or thousands ( the output number is limited to 3,000 associated NSNs).

Unique Identification
(UID) & Radio Frequency Identication (RFID)
UID is a piece of data associated with a vendor supplied item that "uniquely" identifies it through it's life cycle.  RFID is a "tag" that holds and shares that data.

RFID is either a passive (unpowered) or active (powered) transmitter/receiver that stores information on the case or pallet in which UID (and non-UID'd items) are placed. The RFID tag may store the unique item numbers for the items in the case or pallet or simply a different unique packaging number that when accessed in a transportation or logistics database provides an inventory of the items in the case or on the pallet.

Business Systems Modernization (BSM) is a new online bid board software system that will integrate the existing (separate) bidding systems now being used by the DLA Centers. Instead of separate quoting systems,  there will be a single online quoting  system called the "Defense Logistics Agency, Defense Internet Bid Board System" (DLA DIBBS). Items are being gradually "phased in" from the "old" system to the new DLA DIBBS system. Vendors will use the DIBBS system to search for, view, and submit quotes on Requests for Quotations (RFQs).

CODE OF FEDERAL REGULATIONS (CFR)

Federal Acquisition Regulations occasionally reference the Code of Federal Regulations (CFR).  The CFR is a codification of the general and permanent rules published in the Federal Register by the Executive departments and agencies of the Federal Government. The CFR is divided into 50 Titles which represent broad areas subject to Federal regulation. Each title is divided into chapters AND further subdivided into Parts covering specific regulatory areas.  All parts are organized in Sections, and most citations to the CFR will be provided at the section level.  For example, "13 CFR 124.1002 (f)" refers to TITLE 13,  PART 124, SECTION 1002 and can located by entering the title, part, and section at the link below.
