Missouri Southern State University and Northwest Missouri State University have officially entered into a Memorandum of Understanding to deliver cooperative master's degree programs to the Joplin area.

On Friday, Nov. 21, MSSU President, Dr. Julio León, and Northwest President, Dr. Dean Hubbard, signed documents at the beginning of the Missouri Southern State University Board of Governors meeting.

"We appreciate the cooperation from Northwest Missouri State University in the development of this agreement," stated Missouri Southern President, Dr. Julio León. "This is a beautiful beginning."

Dr. Hubbard said: "This agreement combines strengths of each university and allows us to do things effectively which neither of us could do otherwise. It also allows us to better serve the state of Missouri and Missouri taxpayers and to develop new ways of delivering education and graduate education."

Under the provisions of Senate Bill 55, which gave Missouri Southern university status, MSSU can enter into agreements with other Missouri state universities for the delivery of graduate education. The agreement between MSSU and Northwest Missouri State University calls for both institutions to cooperate in the delivery of master's degrees in Early Childhood Education, Biology, Instructional Technology, Health and Physical Education, Recreation, and Reading. The memorandum signed today also details the obligations and responsibilities of each party.

Dr. León said that the programs would now proceed toward finalization and submission for approval to the Missouri Coordinating Board for Higher Education.

Dr. McGinty made the presentation at today's meeting of the MSSU Board of Governors.

"Missouri ranks 47th out of 50 in the number of dental hygienists per capita," Dr. McGinty said. "Missouri Southern State University has shown its willingness to explore creative ways to expand its dental hygiene program through distance learning, the use of adjunct faculty, classes online and other avenues of education." McGinty presented the first half of the donation, a check for $12,500 from the Missouri Dental Association to Missouri Southern President, Dr. Julio León and Dr. Tia Strait, Dean of the School of Technology at MSSU.

Dr. McGinty said the second half of the donation will go to the program sometime in January 2004.
